Exceptional Benefit Assessments

The EBA is an assessment on certain properties benefited (as with the construction of sewer lines) approved by the Putnam Circuit Court. The EBA could either be paid in its entirety or over a period of years set up by the amortization schedule for each assessment. EBA payments are also billed and paid to the Putnam County Treasurer, with the entire installment due in either May or November. The proceeds from EBA's are used to pay off the corresponding sewer project debt. Once the debt is paid off, the funds are available for the overall operation and maintenance of the district.

Lots in Mills Springs subdivision were assessed $1,700.00 beginning in November 1978, and the amortization was over a 38-year period. Lots in Lincoln Hills subdivision were assessed $2,550.00 beginning in May 1980, and the amortization was over a 40-year period. Lots in Jefferson Valley subdivision were assessed $2,550.00 beginning in November 1989, and the amortization was over a 25-year period. Certain lots in Victory Hills, Patriot's Landing, and Gettysburg were sewered in the 1994 construction project and were assessed $3,250.00 beginning in November 1994, and the amortization was over a 20-year period. A few lots in Gettysburg were assessed $3,250.00 beginning in May 1997, and the amortization was over a 20-year period. More lots in Victory Hills, Patriot's Landing, Gettysburg and additional tracts were sewered in the 1999 construction project and were assessed $3,800.00 beginning in May 1999, and the amortization was over a 20-year period. The sewer system was completed in 2002 with funds from the final sewer assessment of $4,100.00 that was levied for lots in Gettysburg and Victory Hills with the first payment in November 2001 and the amortization over a 20-year period.
